That’s a Capital Idea! (Civics 101)

Thoreau on Crack (Civics 101)
Does our nation’s dedication to “Life, Liberty, and the Pursuit of Happiness” mean some may lawfully live in it’s streets, destroying property value and endangering it’s cities? Light research tells me that 90% of our homeless choose to be, meaning 90% have another option yet stay on the streets because it is more comfortable for them there. My question; is the comfort of the indigent more important than the comfort of the taxpayer? Does our gov’t have an obligation to make it less comfortable for them? Essays preferred, but any form is fine.
