Don’t do drugs kids

Basically this guy was on my street yelling help very loudly for 2-4 minutes. I initially thought someone was getting murdered or something. Anyway, it woke up me and my mom and my brother and our neighbors. Our mom, being the bravest of us all, went downstairs and out in the front to check it out. Nothing. Then we heard yelling again. When we looked out the window, there was a guy shaking on the ground (we think it was a panic attack) and two of our neighbors were there. We called the police and an ambulance came as well. He's now on his way to the hospital. All that I know happened was that it, according to the neighbors, sounded like he was under the influence of drugs and that he was climbing up their building and was about to fall down, or was hanging, when they got to him.
