Kingdom Come. Democracy has not always existed. Before there was democracy, there were kings, queens, and monarchs. The setting is a land governed by a monarchy. Be the monarch tyrannical or benevolent, they rule absolutely and cast a long shadow. You can write from within the walls of the palace, or from without.

Wait ’Em Out
Wait 'em out, king said.
Whatever the cost
They'll never outlast the snows.
But their tents went up
And their shields came down
And fires roasting rabbits rose.
Days went by
the king looked on
As frost dripped from his nose.
When the hour grew late
He ordered us to retaliate
But we'd spent the last of our arrows.
I said I'll sooner be a fool to fight
Than a coward to starve
But the king's fools heard my bellows
I meant not to question
But make a suggestion
What will we eat when we run out of rat?
And that
was when I was sent to the gallows.
Wait 'em out
Whatever the cost
So the king says, so it goes.
