Writing in a New York Times op-ed, Biden said the US goal is "to see a democratic, independent, sovereign and prosperous Ukraine with the means to deter and defend itself against further aggression."

He said the new shipment of arms would "enable them to more precisely strike key targets on the battlefield in Ukraine."

Senior administration officials confirmed to reporters on Tuesday that the US will send Ukraine US-made High Mobility Artillery Rocket Systems as part of the US' 11th package of security assistance to Ukraine.

The officials said the systems that the US is sending Ukraine will be equipped with munitions that will allow Ukraine to launch rockets about 49 miles. That is far less than the systems' maximum range, but far greater than anything Ukraine has been sent to date.

The new security assistance package, to be announced officially on Wednesday, will also include air surveillance radars, additional Javelin anti-tank weapons, anti-armor weapons, artillery rounds, helicopters, tactical vehicles and spare parts to help the Ukrainians continue maintaining the equipment, the officials said.

Still, Biden sought to spell out clearly what the US aims in Ukraine were and was careful to note the US is not looking to directly engage Russia.

"We do not seek a war between NATO and Russia. As much as I disagree with Mr. Putin, and find his actions an outrage, the United States will not try to bring about his ouster in Moscow," Biden said, roughly two months after declaring in Warsaw, Poland, that Russian President Vladimir Putin "cannot remain in power."

The new security assistance comes as Russia has pummeled Ukraine in the east, where the country is outmanned and outgunned, Ukrainian officials have said. Ukrainian President Volodymyr Zelensky has repeatedly pleaded with world leaders for more arms and equipment.

CNN previously reported that US officials were debating for weeks whether to send Ukraine the advanced rocket systems, because they can strike so much further than any weapons they already have. The weapons' long range, technically capable of striking Russian territory, raised concerns that Russia might view the shipments as provocative.

"So long as the United States or our allies are not attacked, we will not be directly engaged in this conflict, either by sending American troops to fight in Ukraine or by attacking Russian forces," Biden wrote in the op-ed. "We are not encouraging or enabling Ukraine to strike beyond its borders. We do not want to prolong the war just to inflict pain on Russia."

Last Friday, a prominent Russian television host warned that the shipment of long-range rocket systems to Ukraine would "cross a red line" that would "provoke a very harsh response from Russia." But the Biden administration made it clear that it would not send ammunition for the High Mobility Artillery Rocket Systems system that can strike deep into sovereign Russian territory.

"I think where the US stands is wanting to provide all of the assistance that we can to the Ukrainians without escalating the situation to a point where the war spills over or, frankly, goes in a terrible direction," Army Secretary Christine Wormuth said earlier Tuesday.

Meanwhile, the US has accepted some risk to its own readiness with the continued shipment of weapons from Defense Department inventories to Ukraine, Wormuth said, but not a risk that the Pentagon considers too high.

"We have really leaned in to trying to provide everything the policy makers deem essential to get to the Ukrainians. And we have taken some risk to our own readiness -- not an unacceptable level of risk at all, but I think we will continue to do that," she said while speaking at an Atlantic Council event about the Army's role in the National Defense Strategy.

The President said that US officials "currently see no indication that Russia has intent to use nuclear weapons in Ukraine, though Russia's occasional rhetoric to rattle the nuclear saber is itself dangerous and extremely irresponsible."

"Let me be clear: Any use of nuclear weapons in this conflict on any scale would be completely unacceptable to us as well as the rest of the world and would entail severe consequences," Biden wrote.

Russia and Ukraine account for nearly a third of global wheat supplies, while Russia is also a key global fertilizer exporter and Ukraine is a major exporter of corn and sunflower oil.

“For its part, Russia is ready to help find options for the unhindered export of grain, including the export of Ukrainian grain from Black Sea ports,” the Kremlin said.

It said he also informed French President Emmanuel Macron and German Chancellor Olaf Scholz that Russia was ready to increase its export of fertilizers and agricultural products if sanctions against it were lifted — a demand he has raised in conversations with the Italian and Austrian leaders in recent days.

Ukraine and Western countries have accused Russia of weaponizing the food crisis created by its invasion of Ukraine, which has sent the prices of grains, cooking oils, fuel and fertilizer soaring.

“Special attention was paid to the status of the negotiations that are frozen because of Kyiv. President Vladimir Putin confirmed the Russian side’s openness to resume dialogue,” it said.

North Korea's launch of three ballistic missiles on Wednesday included one that flew an unusual trajectory, according to the officials. The missile had a flight path that two officials described as a "double arc" with the missile ascending and then descending twice.

The trajectory may indicate that the goal was to test North Korea's ability to fire a missile and have it re-enter into the Earth's atmosphere to reach a target, according to two of the officials.

The second phase of the missile's possible "double arc" may have been a re-entry vehicle breaking off from the main missile. It's not yet fully clear to the US if that was all part of the planned flight path, one official said.

The US intelligence assessment of all three test launches is still in the preliminary stages, the officials emphasized.

The missile tests followed US President Joe Biden's trip to the region, which included a stop in South Korea.

It is not clear which of the three missiles launched had the unusual flight pattern. Japan had publicly hinted that one of missiles flew in an unusual manner, with Japan's Defense Minister Nobuo Kishi calling it an "irregular trajectory."

South Korea said a presumed ICBM was fired at about 6 a.m. local time Wednesday with a flight range of about 360 kilometers (223 miles) and altitude of approximately 540 kilometers (335 miles).

At about 6:37 a.m. local time Wednesday, North Korea fired a second ballistic missile -- not believed to be an ICBM -- which seems to have disappeared from South Korean tracking at an altitude of 20 kilometers (12 miles), South Korea said. One preliminary assessment indicated it possible the missile flew over a populated area of North Korea.

The third missile, presumed to be a short-range ballistic missile (SRBM), flew about 760 kilometers (472 miles) and had an altitude of 60 kilometers (37 miles), South Korea's Joint Chiefs of Staff said.

The US ambassador to the United Nations Linda Thomas-Greenfield confirmed one missile had intercontinental range in a statement, "The DPRK's May 25 launch of three ballistic missiles included yet another ICBM launch. The United States assesses this is DPRK's sixth ICBM launch since the beginning of 2022." She warned that the regime has launched 23 ballistic missiles since the beginning of the year and "is actively preparing to conduct a nuclear test."

The trio of launches, which occurred within the span of an hour, come amid concerns that North Korea is preparing for its first underground nuclear test since 2017. South Korea detected signs Wednesday that North Korea was testing a detonation device for a nuclear test, which could be a precursor to an actual test, a South Korean official told reporters Wednesday.

Following the launches, Defense Secretary Lloyd Austin held a secure call with South Korean Defense Minister Lee Jong-sup "to discuss assessments and response measures for the Democratic People's Republic of Korea's (DPRK) recent ballistic missile launches," according to a Pentagon statement.

The latest launches mark the 16th time that North Korea has tested its missiles this year, including what the US believes was a failed ICBM test on May 4 that exploded shortly after launch.

But North Korea is thought to have tested an ICBM in late March.

The trajectory may indicate that the goal was to test North Korea's ability to fire a missile and have it re-enter into the Earth's atmosphere to reach a target, according to two of the officials.The second phase of the missile's possible "double arc" may have been a re-entry vehicle breaking off from the main missile. It's not yet fully clear to the US if that was all part of the planned flight path, one official said.

The US intelligence assessment of all three test launches is still in the preliminary stages, the officials emphasized. The missile tests followed US President Joe Biden's trip to the region, which included a stop in South Korea.

South Korea said a presumed ICBM was fired at about 6 a.m. local time Wednesday with a flight range of about 360 kilometers (223 miles) and altitude of approximately 540 kilometers (335 miles).

The move comes after more than a dozen North Korean ballistic missile tests this year, all of which violated previous UN resolutions and which US officials argued necessitated another international response.

A resolution needs nine "yes" votes and no vetoes by the permanent members of Russia, China, France, the United Kingdom or the United States to be adopted by the UN Security Council. The 13 other members of the Security Council voted to adopt the resolution.

US Ambassador to the UN Linda Thomas-Greenfield blasted the vetoes from Russia and China, which hadn't blocked any of the nine previous sanction votes made since 2006, saying the gravity of the threat from North Korea's weapons program has not changed.

"For the first time in 15 years, a UN Security Council member has used a veto to stop the council from fulfilling its responsibility to hold the DPRK (North Korea) accountable for its unlawful proliferation," the US envoy said in a statement made on behalf of the US, Japan and South Korea.

"The vetoes today are dangerous. Those members today have taken a stance that not only undermines the Security Council's previous action to which they have committed but also undermines our collective security."

Speaking in a session at UN headquarters, Thomas-Greenfield added: "These council members have decided to shield a proliferator from facing the consequences of its actions and they have demonstrated the worthlessness of their word by giving an explicit nod of approval to the DPRK."

North Korea has tested missiles on at least 16 occasions this year, the latest on Wednesday, when it fired three missiles. At least one of North Korea's tests this year was believed to be of an intercontinental ballistic missile that could hit the US mainland.

China's ambassador to the UN argued new sanctions on North Korea would not stop its weapons program and may instead increase its level of testing.

New sanctions could also put further pressure on the humanitarian situation in North Korea as it grapples with the effects of the Covid-19 pandemic, Ambassador Zhang Jun said.

Russia's envoy also cited the Covid situation in North Korea as a reason for its veto.

"The strengthening of the sanctions pressure on Pyongyang is not only useless but it's extremely dangerous from the humanitarian consequences of such measures," Russian Ambassador to the UN Vasily Alekseevich Nebenzya said in translated comments after the vote.

Nebenzya said the past 15 years of sanctions pressure on North Korea had not worked.

"Starting in 2006, many restrictive resolutions were adopted against Pyongyang, however as history has shown us, the paradigm of sanctions has still not been able to guarantee security in the region or resolve issues of missile and nuclear non-proliferation," the Russian envoy said.

Leading up to the vote, both China and Russia had urged Washington to issue a presidential statement instead of introducing the draft Security Council resolution.

But Thomas-Greenfield, the US ambassador, said China and Russia were not even open to discussion of new sanctions on Pyongyang.

"We have been circulating a draft of this resolution for nine weeks. In that time, the countries vetoing this resolution have refused to engage on the text, despite our commitment to inclusivity and flexibility during consultations," she said.

US preparing to approve advanced long-range rocket system for Ukraine

The Biden administration is preparing to step up the kind of weaponry it is offering Ukraine by sending advanced, long-range rocket systems that are now the top request from Ukrainian officials, multiple officials say.

The administration is leaning toward sending the systems as part of a larger package of military and security assistance to Ukraine, which could be announced as soon as next week.

Senior Ukrainian officials, including President Volodymyr Zelensky, have pleaded in recent weeks for the US and its allies to provide the Multiple Launch Rocket System, or MLRS. The US-made weapon systems can fire a barrage of rockets hundreds of kilometers — much farther than any of the systems Ukraine already has — which the Ukrainians argue could be a gamechanger in their war against Russia.

Another system Ukraine has asked for is the High Mobility Artillery Rocket System, known as HIMARS, a lighter wheeled system capable of firing many of the same types of ammunition as MLRS.

Russia has in recent weeks pummeled Ukraine in the east, where Ukraine is outmanned and outgunned, Ukrainian officials have said.

The Biden administration waivered for weeks, however, on whether to send the systems, amid concerns raised within the National Security Council that Ukraine could use the systems to carry out offensive attacks inside Russia, officials said.

The issue was at the top of the agenda at last week's two meetings at the White House where deputy Cabinet members convened to discuss national security policy, officials said. At the heart of the matter was the same concern the administration has grappled with since the start of the war-- whether sending increasingly heavy weaponry to Ukraine will be viewed by Russia as a provocation that could trigger some kind of retaliation against the US.

One major hang-up, the sources said, had been the rocket systems' extensive range. The MLRS and its lighter-weight version, the HIMARS, can launch as far as 300km, or 186 miles, depending on the type of munition. They are fired from a mobile vehicle at land-based targets, which would allow the Ukrainians to more easily strike targets inside Russia.

Ukraine is already believed to have carried out numerous cross-border strikes inside Russia, which Ukrainian officials neither confirm nor deny. Russian officials have said publicly that any threat to their homeland would constitute a major escalation and have said that western countries are making themselves a legitimate target in the war by continuing to arm the Ukrainians.

Another major concern inside the Biden administration had been whether the US could afford to give away so many high-end weapons drawn from the military's stockpiles, the sources said.

'The closet is bare': Aid to Ukraine depletes US weapons supply

Asked on Monday whether the US would provide the systems, Secretary of Defense Lloyd Austin demurred. "I don't want to get ahead of where we are in the process of resourcing requirements," he told reporters.

The administration had similar concerns about providing Ukraine with additional MiG-29 fighter jets, which some worried could allow the Ukrainians to take the fight into Russia. Ultimately, the US decided against backfilling Poland with new jets, which would have allowed the Poles to equip Ukraine with the soviet-era MiGs.

The debate about the MLRS is also similar to one that played out before the US decided to begin sending heavier, long-range Howitzers, to Ukraine last month. Weapons packages focused on anti-tank Javelin and short-range Stinger anti-aircraft missiles, as well as small arms and ammunition. At the time, the M777 Howitzers marked a significant increase in range and power over previous systems, but even those top out at around 25 kilometers or 18 miles in range. The MLRS can fire much further still than any of the artillery the US has sent to date.

One workaround could be to provide Ukraine with shorter-range rocket systems, officials said, which is also under consideration. It would not take too long to train the Ukrainians on any of the rocket launcher systems, officials told CNN — likely about two weeks, they said.

Every drawdown from existing inventories involves a review of its potential effect on US military readiness. With the previous drawdowns, the risk has been "relatively low," said Joint Chiefs Chairman Gen. Mark Milley on Monday. The military is watching "very, very carefully" to make sure the stockpiles don't drop below levels that create a greater risk, he added.

The concern grows significantly with more capable, more expensive systems of which the US does not have as large a supply, the sources said.

Pentagon officials met with the CEO of Lockheed Martin last week to discuss supply and ramping up production of the MLRS, one source familiar with the meeting told CNN. The meeting was led by the Under Secretary of Defense for Acquisition and Sustainment Bill LaPlante.

The UK is also still deciding whether to send the systems, two officials told CNN, and would like to do so in conjunction with the US.

Frustration has grown on the Ukrainian side with the US' indecisiveness in recent weeks, because they believe that once the US sends the systems then other countries will quickly follow suit.

As recently as this week, the Pentagon had told Ukraine "we are working on it," said one irritated Ukrainian official, who added that Ukraine is asking for an update on the decision "every hour."

"We are in great need of weapons that will make it possible to engage the enemy over a long distance," Ukraine's top military commander, General Valeriy Zaluzhnyi, said Thursday. "And this cannot be delayed, because the price of delay is measured by the lives of people who have protected the world from [Russian fascism]."

When Ukrainian Foreign Minister Dmytro Kuleba was asked Thursday what his country's most urgent needs are, he responded: "If you really care for Ukraine, weapons, weapons and weapons again."

"My least favorite phrase is 'We are working on it'; I hate it. I want to hear either 'We got it' or 'It's not going to happen,'" he added.

Democratic Rep. Jason Crow of Colorado, who was part of a congressional delegation trip to Kyiv earlier this month, told CNN he believes the systems could help Ukraine gain significant momentum against Russia.

"I think it could be a gamechanger, to be honest with you," Crow said, not only for offensive attacks but also for defense. He explained that Russian conventional artillery, which has a range of about 50km, "would not get close" to Ukrainian urban centers if MLRS systems were positioned there. "So it would take away their siege tactics," he said of the Russians.

Why Iranians are taking to the streets again

The Iranian government mobilized tens of thousands of supporters on Friday in a domestic show of force after weeks of price protests turned violent, leading to nationwide arrests and injuries.

Thousands of pro-government supporters rallied outside Tehran, including 50,000 Revolutionary Guards and Basij militia members, according to state media.

The anti-government protests, reported in at least 40 cities and towns across Iran, started over economic matters but have turned political, with demonstrators chanting anti-government slogans and calling for the fall of the regime, social media videos posted by activists showed.

Here's what you need to know about Iran's latest protests:

When did the protests start and what triggered them?

In early May, protests erupted across some of Iran's poorer cities after the government cut state subsidies on food, causing prices to shoot up by 300% for several flour-based staples. The price of other basic goods, like cooking oil and dairy products, also spiked. The government said the move was aimed at redistributing subsidies to lower-income people.

The subsidy changes, aimed at controlling the prices of basic goods, were introduced by Iranian President Ebrahim Raisi earlier this month in an attempt to alleviate the effect of a rise in global wheat prices and US sanctions on the Iranian economy.

Large crowds took to the streets of the southwestern Khuzestan province to protest a hike in prices, with protests later spreading to other provinces.

Most of the protesters have been public-sector workers, Zep Kalb, a visiting fellow at think tank Bourse & Bazaar Foundation, told CNN. But protesters also include teachers and drivers.

The rallies have had echoes of 2019, when many took to the streets over fuel price hikes in protests that became the deadliest since the Islamic Republic's founding in 1979.

If Russia wants to evade sanctions, it could learn from Iran's playbook

Iran's economy, crippled by Western sanctions and the Covid-19 pandemic, was already struggling to cope. The Ukraine war was a "double whammy" for it, said Kalb.

"In addition to higher bread prices, discounted Russian oil and gas exports to China have also made it harder for Iran to sell hydrocarbons to its primary trading partner," he said.

Iran is one of the top global wheat importers, relying on Russia and Ukraine for almost 40% of its wheat supplies, according to the UN Food and Agriculture Organization.

Since its oil was sanctioned by the US in 2018, Iran has relied on Chinese buyers. But its crude exports to China have fallen sharply since Russia's invasion of Ukraine, Reuters reported, adding that Beijing has increasingly been leaning toward Russia's discounted barrels as that country faces Western sanctions due to its war in Ukraine.

How has the government reacted to the protests?

The government has acknowledged the protests but said they were small gatherings. State media also described the protesters as "rioters and provocateurs" and said dozens were arrested.

Authorities have said that domestic unrest over food prices has been fomented by foreign "enemies," and the "rumors that they spread and lies they tell."

Some social media users inside Iran said that internet services have been disrupted but Iranian officials have denied the claim.

Are the protests likely to have a wider impact?

The protests won't necessarily bring down the Iranian regime, but the government's lack of adequate response may allow discontent to simmer, Jason Razaian, former Tehran bureau chief for the Washington Post, wrote in an opinion piece.

"At the same time, the regime has no remedy for the current set of complaints," he wrote. "Which means they will continue, becoming even more frequent as public desperation grows."

The protests also come as Iran tries to revive a 2015 deal with world powers that curbed Iran's nuclear capabilities in exchange for sanctions relief. A worsening economic situation may increase the urgency in Iran to reach a deal, but the nation has so far stood firm on its demands.

"The Iranian government planned its annual budget with the expectation of higher oil revenues and potentially sanction relief," said Kalb. "Because either of these now seems unlikely, I would not be surprised to see unannounced austerity measures and decisions to cut back on social expenditures in the near future."
